Возможно один из первых, если не первый, относительно массовых образцов нелетального оружия был запатентован в США в 1896 году. Его изобретателем стал Рассел Паркер (Russell Parker), изобретатель и совладелец (вместе с Бенджамином Саттоном (Benjamin Sutton)) фабрики Parker Stearns & Sutton company, занимавшейся выпуском различных резинотехнических изделий(и медицинские клизмы в том числе). Клизмы-клизмами, но оружейный рынок был слишком вкусен, чтобы пройти мимо него. Что он придумал для этого и зачем?
Он придумал поместить в рукоятку небольшого пистолетовидного изделия предварительно наддутую резиновую грушу, наполовину наполненную, нашатырным спиртом (не привычным 10%, а где-нибудь в 30-40%) или крепким уксусом, а спусковой крючок в небоевом положении просто-напросто пережимал резиновую же трубку, выходящую через ствол. Предназначалось это изделие для самообороны велосипедистов и почтальонов от агрессивных собак без стрельбы из огнестрела на поражение.
Потому что пулей, конечно, надежнее, но по судам же затаскают и разорят. Конечно, по всем параметрам изделие было примитивным до невозможности, но в зависимости от давления в резервуаре могло послать струю на расстояние от 10 до 20 футов (3-6 метров), чего достаточно, в принципе, для защиты от животных. Несмотря на примитивность брызгалка Паркера пользовалась популярностью и выпускалась на протяжении, примерно, десяти лет.
